Ministers and other dignitaries

H.E. Didier Reynders

Belgian Deputy Prime Minister and Minister of Foreign Affairs and European Affairs

 

In 1981, Mr. Reynders obtained a degree in law at the University of Liège. Guest lecturer at the universities of Liège and Louvain, he has never really left the academic life. After presiding over the Belgian railways and the Belgian Airways Agency, he was elected Deputy Chairman of the PRL (Liberal party), before becoming a Member of Parliament in 1992. On 12 July 1999, he became Minister of Finance and, on 18 July 2004, (concurrently) Deputy Prime Minister.
 He was Chairman of the Mouvement Réformateur (party alliance) from 11 October 2004 until 14 February 2011. He was Minister of Foreign Affairs, Foreign Trade and European Affairs from 6 December 2011 until 11 October 2014. He became Minister of Foreign Affairs and European Affairs, in charge of Beliris and Federal Cultural Institutions on 11 October 2014.

 

H.E. Alexander De Croo

Minister for Development Cooperation

Alexander De Croo (°1975) is currently Deputy Prime Minister and Minister of Development Cooperation, Digital Agenda, Post and Telecom in the Belgian Federal Cabinet. From 2012 to 2014 he was Deputy Prime Minister and Minister of Pensions. Before taking the o ce of Deputy Prime Minister, Alexander De Croo was Party Chairman of Open Vld, the Flemish liberal-democrats. In 2010, he was elected Senator, scoring third in the popular vote in Flanders.

In 2015, he was selected as Young Global Leader by the World Economic Forum (WEF). He is also member of the Global Agenda Council on Europa at the WEF.

Prior to politics, Alexander De Croo was an active entrepreneur in the eld of intellectual property rights. He started his professional career as a business consultant for The Boston Consulting Group.

Alexander holds a degree in Business Engineering from the Free University of Brussels and an MBA from Kellogg School of Management (Northwestern University, Chicago).

 

Hon. Advocate Sadique Kebonang

Minister of Mineral Resources, Green Technology and Energy Security of Botswana

Honourable Advocate Sadique Kebonang is a Member of Parliament for Lobatse Constituency and appointed to Cabinet as the Minister of Mineral Resources, Green Technology and Energy Security in October 2016. Honourable Advocate Kebonang boasts a wealth of experience in both the legal discipline and business industry.

He holds a Masters of Laws (LLM) from the University of Botswana, Master's degree in Business Administration from De-Montfort University United Kingdom and a Bachelor's degree in Law (LLB) from the University of Botswana. He was admitted as an advocate of the High Court and other courts of the Republic of Botswana on the 28th February 2015 and is also a member of Law Society in good standing, having graduated with a law degree in 1999.

 

Hon. Ernest Ngwaboubou

Minister of Mines, Industry and Technological Development of Cameroon

Hon. Ernest Gbwaboubou joined the Government on 2 October 2015, following his appointment as Minister of Mines, Industry and Technological Development, by decree of the President of the Republic, Mr. Paul Biya.

Previously he was Head of the Division of Cooperation and Partnership at the Ministry of Small and Medium Size Enterprises, Social Economy and Handicrafts (MINPMEESA), from 2011 to 2013, and afterwards, Director of Social Economy at the same Ministry, from 2013 to 2015.
Politically, he is a fervent militant of the Cameroon People's Democratic Movement (CPDM), the ruling party and Head of the Delegation of Central Committee in the East-Kadey Section of the party in Ndelele, and now member of the Permanent Delegation of CPDM in the Kadey Division.
Mr. Gbwaboubou is a graduate of the cycle "A" of the National School of Administration and Magistracy (ENAM).

Minister of Mines, Energy and Hydraulics of the Central African Republic

Hon. Jean-Claude Brou

Minister of Industry and Mines of Côte d’Ivoire

Dr. Kassi Jean-Claude BROU took up office as Minister of Industry of the Republic of Côte d'Ivoire in November 2012.

Before joining the government, Dr. Brou was the WorldBank's Country Manager for Chad from 2010 to 2013.

Dr. Kassi Jean-Claude BROU took up office as Minister of Industry of the Republic of Côte d'Ivoire in November 2012.

Before joining the government, Dr. Brou was the WorldBank's Country Manager for Chad from 2010 to 2013.

In 2009, he served as a Consultant in the position of Senior Adviser to the Prime Minister of the Democratic Republic of Congo.

Dr. Brou worked for eight years with the Central Bank of West African States (BCEAO). From 2000 to 2003 he was the Director - International Relations Department. He was then appointed as the Director - Research Department until 2005. From 2006 to 2007 he supervised five Departments (Research, Credit and Bank Supervision, Statistics, International Relations and Microfinance) as Director - Economic and Money Department. Given his extensive experience, he was appointed Senior Adviser and Controller General, supervising the Audit Department from 2007-2008.

Dr. Brou was previously in Government as Economic and Financial Adviser to the Prime Minister of Côte d'Ivoire from 1991 to 1995. In 1996, he was appointed Chief of Staff - Prime Minister, and maintained in this position until 1999.

Prior to returning to Côte d'Ivoire, Dr. Brou demonstrated his abilities as a seasoned professional by working with the IMF for 13 years.

Dr. Brou holds a PhD in Economics and a MBA in Finance from University of Cincinnati (Ohio, USA). He got a Master’s Degree in Economics both from the University of Cincinnati and the National University of Côte d'Ivoire.

Hon. Barbara Oteng-Gyasi

Deputy Minister of Lands and Natural Resources of Ghana

Hon. Barbara Oteng-Gyasi is a Deputy Minister of Lands and Natural Resources and the first female Member of Parliament for Prestea/ Huni-Valley in the Western Region.

Mrs. Oteng-Gyasi is a lawyer by profession with specialization in commercial law. She holds an LLB from the University of Ghana and was called to the Ghana Bar in 1989. She also holds an Executive MBA from the University of Ghana Business School.

She has served as Head of Legal/ Company Secretary to several companies in both the public and private sectors including VLISCO Ghana Group, SIC Insurance Co. Ltd and VIVO Energy Ghana Ltd (formerly Shell Ghana Ltd).

Mrs. Oteng-Gyasi is passionate about the welfare of women and children especially within the context of the private sector. She served as President of the Ghana Chapter of the International Federation of Women Lawyers (FIDA Ghana) between 2009 to 2013 during which period she was also Secretary to FIDA International.

As a Member of Parliament, she is the Vice Chairperson of the Judiciary Committee and a member of the Employment, Social Welfare and State Enterprises Committee.

Hon. Abdoulaye Magassouba

Minister of Mines and Geology of the Republic of Guinea

Mr. Abdoulaye Magassouba, 41, was appointed Minister of Mines and Geology of the Republic of Guinea on January 4th 2016. He is an
economist with an extensive experience in key sectors of the Guinean economy including mining, energy, health and agriculture.

Over the past 20 months, he has been leading some challenging reforms in the Guinean mining sector, including the modernization of the Guinean mining cadaster, reducing bureaucracy in obtaining licenses through the creation of a one stop shop, facilitating the use of shared infrastructures by the country’s top mining companies and building internal capacities within the Ministry of Mines and Geology.

Before his appointment as a Minister, Mr. Magassouba was Advisor/Head of the Delivery unit at the Presidency of the Republic of Guinea, where he was in charge of overseeing the implementation of National Priority Projects for President Alpha Conde.
Prior to joining the government, he worked in the private sector as a senior auditor/ Director for KPMG and as an independent consultant for Scades. While with KPMG, he has worked on the design and implementation of several projects and programs funded by multilateral donors, as regards to health, institutional capacity building, decentralization.

Mr. Magassouba completed a Masters degree with a focus on Development Economics at Williams College (Massachusetts, USA), with a Fulbright scholarship from the US Government.

Hon. Keketso Utloang Sello

Minister of Mining of the Kingdom of Lesotho

Honourable Keketso Utloang Sello is a national of the Kingdom of Lesotho born in Maseru District. He holds a Diploma in Motor Mechanics from Iqhayiya Technical College in Port Elizabeth in the Republic of South Africa. He is a member and a Director of various associations including National Funeral Directors Association of South Africa (NFDA).

Mr. Sello is a Managing Director of Lesotho Funeral Services and Director of Humanities Building Construction and Transport and Logistics as well as Director of Humanities Farm and Poultry.

As part of the Cooperate Social Responsibility in the Leribe District, he has been assisting orphans and the poor from Leribe District through educational sponsorships and bursaries in various schools.

He was sworn-in Honourable Minister of Mining on the 23rd June 2017.

Hon. Kornelia Shilunga

Deputy Minister of Mines and Energy of Namibia

 

Hon. Shilunga was appointed as the Deputy Minister of Mines and Energy and became the first women Deputy Minister at the Ministry.

Hon. Shilunga holds two Masters Degrees, one in Business Administration with (ESAMI), and another Masters degree in Public Policy and Administration from the University Of Namibia (UNAM). She also holds a Bachelor Degree in Nursing Education and Community Health and a Diploma in Nursing Science General, Community Psychiatry and Midwifery Sciences, also from UNAM.

Before joining the Ministry of Mines and Energy, Hon. Shilunga constructed a satisfactory employment history. The assiduous Deputy Minister worked in various positions as a teacher and a registered nurse. She also worked at the Office of the President as a Liaison Officer for the Department of Women Affairs, where she headed two regions, respectively Oshana and Omusati region. Hon. Shilunga also worked for the Ministry of Gender and Child welfare where she held the position of a Chief Liaison Officer.

Hon. Shilunga has been an entrepreneur for the past nine years. She was also a member of the Advisory Committee of Skill Share International in Namibia, and a member of the Women and Child Protection Unit Committee for Oshana Region. A member of the Prison`s Zonal Release Board in the Ministry of Safety and Security, responsible for Oshana, Omusati, Oshikoto, Ohangwena and Kunene Regions. Her interest include extractive industry and Rural electrification

Hon. Alhaji Minkailu Mansaray

Minister of Mines and Mineral Resources of Sierra Leone

 

 

Hon. Alhaji Minkailu Mansaray is a seasoned Sierra Leonean Insurance and Risk Management Expert. He is a Fellow of the West African Insurance Institute and has over thirty years of local and international senior management experience and expertise in Labour, Social Security and Mineral Sectors in Sierra Leone. In recognition of his distinguished and dedicated service to the State, His Excellency the President of the Republic of Sierra Leone Dr. Ernest Bai Koroma conferred upon him the Honour of “Commander of the Order of the Republic of Sierra Leone (CORSL)”.

Hon. Godfrey Oliphant

Deputy Minister of Mineral Resources of South Africa

Godfrey Oliphant was born in Warrenton Northern Cape Province.  After completing high school in the North West Province, he pursued further studies in Economics.

He has held senior positions in South Africa’s trade union movement, including that of NEC member of the National Union of Mine Workers and Vice President of Congress of South African Trade Union COSATU, amongst others.  He is currently serving as a member of the Central Committee (CC) of the South African Communist Party.

He became a Member of the first democratic Parliament in 1994. Has a long and illustrious career that included holding of several key positions and Chairmanships of Portfolio Committees including Labour, Science and Technology, Public Works and Communications.  He also served as a member of the Portfolio Committee on Minerals and Energy for 10 years (1994 to 2004).

He was elected the Deputy Minister of Mineral Resources on 01 November 2010.

Hon. Walter Chidakwa

Minister of Mines and Mining Development of Zimbabwe

Hon. Walter K. Chidakwa has vast knowledge of the investment promotion arena with close to two decades of experience.

He joined the public service in 1991 and served at the Ministry of Finance until 1993 when he left to join the Zimbabwe Investment Centre, forerunner to the current Zimbabwe Investment Authority, as a Deputy Director.  The Centre was responsible for advising on investment policy, planning and implementing investment strategies as well as identifying sectors of the economy with potential for investment for the purpose of attracting domestic and foreign investors.

He left the Centre in 1996 to join the Export Processing Zones Authority as its Chief Executive where his brief was to administer, control, and regulate all export processing zones, approve and regulate activities carried out in export processing zones, grant investment licences as well as advising the Government on all matters relating to investment in export processing zones.

In 2008, the Honourable Minister was elected Member of Parliament and served in the last Executive as Deputy Minister for State Enterprises and Parastatals.

He holds a Masters in International Relations with the University of Zimbabwe and a Masters in Political Economy with Sofia University, Bulgaria.

Mr. Thabo Mbeki

Former President of South Africa

Thabo Mbeki served as President of South Africa from 1999 to 2008.

During his time in office, the economy grew at 4.5% per annum, and witnessed the emergence of a confident black middle class with the implementation of Black Economic Empowerment (BEE). He attracted the bulk of Africa’s Foreign Direct Investment, and made South Africa the focal point of African growth. He was the architect of the New Partnership for African Development (NEPAD) whose aim is to develop an integrated socio-economic development framework for Africa.

He also oversaw the successful building of economic bridges to BRIC (Brazil, Russia, India and China) nations with the eventual formation of the India-Brazil-South Africa (IBSA) Dialogue Forum to “further political consultation and co-ordination as well as strengthening sectoral co-operation, and economic relations”.

The Thabo Mbeki Foundation was launched in 2010 to nurture a new generation of leaders in South Africa and across the continent.

Mr. Stéphane Fischler

President of Antwerp World Diamond Centre (AWDC)

 

Mr. Fischler is a third generation diamantaire and a partner in Fischler Diamonds. He is serving as Vice-President of SBD (the Belgian Manufacturers Association), acting President of the World Diamond Council (WDC) and former president and current vice-president of the International Diamond Council (IDC). He is also member of the board of the Responsible Jewellery Council (RJC) and of the Diamond Development Initiative (DDI).

 

Mr. Des Kilalea

Analyst at Canaccord Genuity London

Mr. Kilalea has been analysing the diamond and diamond mining industry for more than 25 years for several leading investment banks including JP Morgan, HSBC, Nedbank and Royal Bank of Canada from Johannesburg and London. Most recently he covered the diamond industry for RBC over a 10 years’ period and has recently joined Canaccord Genuity London. His research embraces analysis of the state of the rough and polished diamond markets and the future of diamond mining, as well as the financial implications for the major listed diamond companies.

Mr. Paulo M´Vika

Board Member of Endiama

Mr. Paulo M´Vika is the Executive Coordinator of the National Committee of Angolan Kimberley Process and he is also the Chair of the Working Group on Artisanal and Alluvial Production of the Kimberley Process. Former Administrator of Endiama E.P from 2009-2017. He holds a degree in Engineering and Mining and a Masters in Science from the University of Moscow in Russia. Mr. Paulo M´Vika also holds a diploma of specialization in economical evaluation of mining projects from the Superior School of Mines in Paris. 

He has extensive knowledge in the Diamond Sector as a National Director of the planning and statistics office of the Ministry of Geology and mines from 1997-2003. 

From 2003-2009, he was the National Director of Mines of the Ministry of Geology and Mines and also the Coordinator of the Cabinet of Negotiations of contracts of mining concessions of the Ministry of Geology and Mines and Angola´s Focal Point in SADC (Southern African Development Communities).

Mr. Neo Daniel Moroka

Resident Director of De Beers Botswana

​​​​​​​Mr. Moroka joined De Beers Global Sightholder Sales Botswana as Resident Director in February 2010.  He has extensive experience in both public and private sectors in Botswana. He started his working career in the public service in 1980. In 1984, he joined Barclays Bank and moved up the ranks until he left to work for BP in 1991, first as the General Manager for BP Botswana and then moving to Zambia to take up the post of Managing Director for BP Zambia in 1999. In the same year, he was appointed Commercial Director of BP South Africa responsible for BP commercial activities in 13 South African Development Community countries. Mr. Moroka then joined the Botswana Government as Minister of Trade and Industry, a role he held until the end of 2009. ​​​​

Mrs. Marie-Chantal Kaninda

Executive Director of World Diamond Council (WDC)

Mrs. Kaninda was named Executive Director of the World Diamond Council (WDC) on March 1, 2017. Immediately prior to joining the WDC, she was the Chief Advisor for External Affairs, Africa at Rio Tinto Corporation, a position she held since 2012. Before joining Rio Tinto, she held Administrative, Communication and External Affairs roles with other international mining companies such as Ashanti Goldfields, AngloGold Ashanti, and De Beers. She has provided her expertise to several community development projects in Africa, including successfully relocating a community in Angola, as well as implementing several Stakeholder Engagement strategy plans for a variety of African operations. A native of the Democratic Republic of Congo (DRC), Ms. Kaninda is founder and creator of a non-profit organization, the MCKM Foundation, which focuses on education for girls in the DRC. The 2nd Vice President of the National Committee for Women’s Soccer in the DRC, chairperson of the British Congo Business Group (BCBG), and chairperson of an Anti-Corruption Working Group for the private sector in the DRC, and until end April 2017 she has been a Board member of the Diamond Development Initiative (DDI).

Ms. Pat Dambe-Hansen

Vice President Corporate Affairs & Government Relations,
De Beers Global Sightholder Sales & De Beers Group of Companies

Ms. Dambe is one of Southern Africa's leading women in the Marketing, Media and Communications industry. She has over 20 years executive management experience. Educated in Botswana, USA and Canada, she holds a BA Honours from Queens University from Ontario, Canada. She has highly developed corporate-management skills in the business strategy, entrepreneurship, strategic marketing, communications, media relations and Public Relations. She brings with her extensive business networks from more than 28 African countries, USA, Europe and Asia. Ms Dambe is currently the Vice President of Corporate Affairs at De Beers Global Sightholder Sales (DBGSS) and is responsible for Government Relations, External Communications, Sustainability and Social Investment. Her primary role is to protect and promote the brand and reputation of the DBGSS and diamonds as a category, and support the commercial interests of the business with external and internal stakeholders. The role also entails managing DBGSS’s relationships with Government and non-Government stakeholders.

 

Mr. Maurice Miema

Head of the Certification Department at Centre for Expertise, Evaluation and Certification of Precious and Semi-precious Minerals (CEEC), DRCongo.

Mr. Miema has worked with the Ministry of Mines in the Democratic Republic of Congo (DRC) for more than 10 years. After having served as Government Supervisor of Emaxon Polishing, a diamond cutting and polishing factory in DRC, he currently holds the position of Head of Certification Department at the Centre for Expertise, Evaluation and Certification of Precious and Semi-precious Minerals (CEEC), a state regulatory organization in charge for certifying exports of minerals from the DRC. In addition, Mr. Miema serves as the Kimberley Process Focal Point for the DRC. He played an important role as Technical Expert of the KP Chair while the DRC chaired this initiative in 2011. He is currently coordinating the Working Group on Monitoring Technical Team for the Regional Approach to Kimberley Process compliance in the Mano River Union countries (Côte d’Ivoire, Guinea, Sierra Leone and Liberia). Furthermore, Mr. Miema is also involved in the implementation of the International Conference for the Great Lakes Region Certification Mechanism (ICGLR) as regards responsible sourcing in the designated minerals (Tin, Tungsten, Tantalum and gold (3Ts + Gold)) in reference with the OECD Due Diligence Guide.

Prof. Roman Grynberg

Professor Economics & Management Sciences at University of Namibia

Professor Grynberg received his PhD from Mc Gill University in Montreal. He has taught in Canada, Tanzania, Papua New Guinea, Fiji and Namibia. He specializes in trade policy and trade in commodities with a particular emphasis on Minerals Trade and Minerals Economics. Professor Grynberg has worked as Adviser to UNCTAD and the Commonwealth Fund for Technical Co-operation. He was Deputy Director of Trade Policy at the Commonwealth Secretariat in London and Director of Economic Governance at the Pacific Islands Forum in Suva, Fiji. He has published and edited a score of books and several dozen scholarly papers largely on international trade matters. His most recent work was a two-volume anthology of the Global Diamond Industry published in 2016 by Palgrave. He has published books on the World Trade Organization and small states (Oxford 2006) and Commodity Prices and Development (Cambridge- 2007). He completed a major research work funded by the African Development Bank for the Government of Botswana entitled ‘Botswana After Diamonds’ in 2015. He has just completed a peer reviewed book entitled ‘De Beers, Botswana and the Global Diamond Trade’.

Ms. Jane Korinek

Economist and Trade Analyst at Trade and Agriculture Directorate of OECD

Ms. Korinek specializes in responding to needs of policy makers in the areas of trade and economic development policy. Her recent policy research has been in the areas of benefits of good regulation in the extractive industries, export restrictions on raw materials, impacts of regional trade agreements, trade effects of exchange rates, trade costs and short-term trade finance. Former positions include Global Relations Advisor, OECD. Ms. Korinek holds an undergraduate degree in Economics from Duke University and graduate degree in International Economics from Stanford University. She has authored several publications related to Trade in Raw Materials.

Mrs. Dorothée Gizenga

Executive Director of Diamond Development Initiative (DDI)

Mrs. Gizenga, who was born in the Democratic Republic of the Congo, is a Canadian who holds degrees in chemistry and economics. She has worked with provincial and federal governments, as well as community organizations in Canada and Africa. Her experience includes policy development, international negotiation, evaluation, project design, management and coordination, and working with disadvantaged and marginalized groups. In her former work, she was responsible for supporting the implementation of projects related to the Kimberley Process, the International Conference for Peace in the Great Lakes Region of Africa, and the prevention of violence against women in conflict zones. She also took part in the creation and development of the Diamond Development Initiative.

Mr. Thomas Biesheuvel

Bloomberg News Reporter (UK)

Mr. Biesheuvel has been a reporter at Bloomberg News for more than eight years. He covers the mining industry and wider metal and commodity markets. He has a special interest in the diamond industry, reporting on both the mining and midstream sectors. Mr. Biesheuvel is a graduate of University of Leeds and received a post graduate diploma in journalism from Cardiff University.

Mr. Jean-Marc Lieberherr

CEO of Diamond Producers Association (DPA)

Mr. Lieberherr entered the diamond industry in 2005 when he joined Rio Tinto Diamonds after 15 years in international sales and marketing positions with LVMH and Unilever. In his last position as Managing Director of Rio Tinto Diamonds, he was responsible for all activities of the business, from mine to market. During that time, Mr. Lieberherr served on the Board of the World Diamond Council and in 2015 he co-founded the Diamond Producers Association and served as its first elected chairman. In February 2016, he left Rio Tinto Diamonds and was appointed Chief Executive of the Diamond Producers Association.”

Peter Karakchiev

Head of International Relations Department, ALROSA

Peter Karakchiev joined ALROSA, the world’s biggest diamond mining company by volume, in April 2013 being promoted to the head of the Department in May 2015.

He is responsible for a wide range of ALROSA’s international activities including participation in industry organizations and developing the Company’s position on key agenda items in the diamond industry. Under his daily management ALROSA joined WDC and RJC as full member, participated in the creation of the Diamond Producers Association (DPA) as a founding member.

He is a member of the WDC and RJC Board of Directors.  

Mr. Johan Erikson

Founder and M.D. of the Erikson Group 

Mr Johan Erikson is a qualified diamond cutter who has 42 years’ experience in the diamond industry. This includes valuing, cutting/polishing, marketing/dealing, wholesale/retail sales, jewellery sales and the running of international tenders in 5 countries.

He is the Founder and M.D. of the Erikson Group including Erikson D.C.W. and of First Element DTC.

First Element is a fully independent Diamond Services Company providing world class diamond services aimed at adding value to the entire chain from the daily recoveries recorded on the mine(s) to the presentation of the diamonds on tender, thus optimizing the value of diamonds sold.

Mr Erikson has extensive skill and experience in identifying the maximum value that can be obtained from the rough stone to the polished product.  This skill is applied to the tender assortment to achieve maximum value.

He has in depth experience in the preparation and subsequent selling of a diverse array of diamond assortments and has a full understanding of production and market trends.  He has the ability to reconcile marketing and sales data back to production records to allow the client the ability to monitor/audit production and grants them flexibility to change their mineral resource management.

Mr. Adam Schulman

CEO of KOIN International

Mr. Schulman has over 17 years of experience across the diamond and jewellery pipeline with a notable business development background. He has gained an extensive global network coupled with versatile experience in research and analysis, marketing, and development of trading platforms in both the B2B and B2C sectors.  With an eye to exemplary service, continuing innovation and streamlined business practices, Mr. Schulman has been at the forefront of developing the Tender & Auction platforms as efficient and effective sales & marketing tools for both buyers and sellers globally. As CEO, Mr. Schulman has spearheaded the growth and development of Koin International to one of the largest international diamond tender houses today.

Mr. Paul Zimnisky

Mr. Zimnisky has worked in the capital markets industry for over 10 years where he has held roles as a metals and mining analyst, arbitrage trader, exchange-traded fund developer, and consultant.

As an independent analyst and consultant, his work on diamonds and the mining industry has been used globally by management consulting firms, private and public corporations, governments, and institutional investors including KPMG, Boston Consulting Group, the Fiscal Policy Division of the Northwest Territories of Canada, and the Ministry of Finance of Namibia. He is a regular contributor to industry leading trade journals and websites including the The London Mining Journal, Kitco, and Mining.com.

He is a graduate of the University of Maryland's Robert H. Smith School of Business with a B.S. in finance. 

Mr. Marcel Pruwer 

Managing Director International Economic Strategy- Consultant to Antwerpsche Diamantkring

Marcel Pruwer entered the diamond industry in Antwerp, first establishing a diamond brokerage and then diversifying into strategy, business development, and innovation through IES. From 2009 until 2017 he served as a director of the Beurs voor Diamanthandel, two of these years as President. During this time, he launched the Young Diamantaires Club and drove initiatives to strengthen the sector. In 2012, IES drafted the Belgian diamond industry’s Antwerp Diamond Master Plan 2020, the sector’s strategy for development.

The City of Antwerp and the Antwerp diamond sector are currently celebrating Antwerp Diamond Capital since 1447, 570 years of diamond polishing and trading in Antwerp, an initiative conceived by IES. 

In recognition of his work on behalf of the international diamond industry on compliance and regulatory matters, Mr. Pruwer was awarded Honorary Membership of the Israeli Diamond Exchange in 2015.

He is a guest lecturer at U.C.L. in London and presents internationally on the “Business of Business” and on the diamond trade.

Mr. Robert Owen-Jones

Kimberley Process Chair & Assistant Secretary, Australian Competitiveness Branch, Department of Foreign Affairs and Trade, Australia

Mr. Owen-Jones is the Assistant Secretary of the Australian Competitiveness Branch, in the Australian Department of Foreign Affairs and Trade. Mr Owen-Jones is an experienced career diplomat with over twenty-five years’ international service, including diplomatic postings to Manila, Moscow (twice), Paris, Bonn, Lisbon and Washington.

Previously, he was the Assistant Secretary of the G20 Branch in the Australian Department of Foreign Affairs and Trade. Prior to this, he was the Assistant Secretary of the Global Engagement Branch and the Assistant Secretary of the Multilateral Negotiations Branch in the Australian Department of Climate Change and Energy Efficiency.

Mr. Owen-Jones has chaired many international processes and meetings, including for the UN Framework Convention on Climate Change (SBI Chair), the World Bank, OECD, G20 and the UN Diplomatic Conference that established the Tsunami Warning System for the Indian Ocean. He is currently the Chair of the Kimberley Process (“Conflict Diamonds”) and Vice Chair of the OECD Tourism Committee.

Mrs. Hilde Hardeman

Head of the European Commission's Service for Foreign Policy Instruments (FPI); Kimberley Process Vice-Chair

Mrs. Hardeman has spent over twenty years working for the European Commission, covering external relations and economic and competitiveness issues. From 2014 to early 2017, she served as Deputy Head of Cabinet to Vice-President Katainen in charge of Jobs, Growth, Investment and Competitiveness. Between 2011 and 2014, she was in charge of briefing the President of the Commission for meetings with EU Heads of State or Government. Previously, she headed the Commission's Units for Relations with Russia and with Ukraine, Moldova and Belarus.

Mrs. Hardeman holds a PhD in Slavic Philology and History of the University of Leuven after studies at Leuven, Stanford University, and Paris.  She was visiting professor at the College of Europe, and taught History of the Soviet Union and Eastern Europe at Vesalius College, Brussels. She published on Russian history and minority right issues.

Mr. Ernest Blom

President of World Federation of Diamond Bourses and Chairman of Diamond Dealers Club of South Africa

Mr. Ernest (Ernie) Blom is a third-generation member of a South African diamond family. In 1978, he created Ernest Blom Diamonds, a polished diamond dealership. He obtained his rough dealing license in 1980 and a cutting license in 1986, when he set up Ernest Blom Diamond Cutting Works. He established B and E Diamond Enterprises in 1995, and was appointed a DTC sightholder that year.
Mr. Blom has served as chairman of the Rough Diamond Dealers Association of South Africa from 1980 to 2005, revolving chairman of the Diamond Bourse of South Africa from 1980 to 2007, as the revolving chairman of the Diamond Foundation of South Africa from 1985 to 2007, chairman of the Diamond Merchants Association South Africa from 1995 to 2003, chairman of the Sectoral Partnership Fund from 2001 to 2004, chairman of the Jewellery Council of South Africa from 1998 to 2005, and chairman of the Diamond Dealers Club of South Africa from 2003 to date. As a Board Member on the Diamond Regulator of South Africa, he was Chairman of the Master Diamond Cutters Association of South Africa from 2007 to 2011.
Mr. Blom was a founding member of the World Diamond Council in 2000. In 2002 he was elected vice president of the World Federation of Diamond Bourses, and was elected its president in 2006 and served a two-year term. In 2008 he was elected WFDB vice president, and was appointed an Honorary Lifetime President of the WFDB. He also serves as member of the CIBJO President’s Council.

Mrs. Parul Merchant

Mrs. Merchant manages Bonas' affiliate office in Mumbai. She has a proven track record of conducting industry and competitive analyses across the diamond manufacturing value chain– from sourcing rough diamonds to polishing, selling loose diamond, manufacturing and sales of jewellery. She has worked on several strategic reports for the Gem & Jewellery Promotion Council of India, Tanishq, and presented her work at industry-specific conferences in China, India, USA etc.  Mrs. Merchant is considered as a domain specialist on man-made diamonds, provided briefing and analysis to allied players. She has co-authored the first detailed study on man-made diamonds based on face-to-face interviews of key players in over 20 different cities ranging from Antwerp to Ahmedabad and Surat to South Carolina. She is working closely with several global key diamond institutions to create processes and legislation to ensure separate value chains for man-made and natural diamonds.

Mr. Koen Vandenbempt

Professor of Strategy at University of Antwerp (Belgium)

Mr. Vandenbempt is professor of strategic management and associate dean of internationalization at the Faculty of Applied Economics (University of Antwerp, Belgium). He is also a faculty member of Antwerp Management School (Belgium) where he is involved in executive education and customer specific programs. His research interests focus on strategic issues in industrial markets in general and on pricing and market dynamics in the diamond market in particular. His work has been published in Long Range Planning, Management Learning, Industrial Marketing Management, Journal of Business Research, Human Relations and other outlets. He is also visiting faculty at universities in Russia, the US and India. Mr. Vandenbempt is also the independent director of AWDC (Antwerp World Diamond Centre).

Mr. Golan is a veteran of the diamond industry, researching and writing about it since 2001. He specializes in a wide range of topics relating to this unique industry, including the way it operates, wholesale and retail polished diamond prices, the rough diamond sector of the diamond pipeline and investment in diamonds.
Edahn Golan Diamond Research & Data Ltd. was formed to provide research analysis and consultancy services for the global diamond industry. Its sphere of activities ranges from in-depth data analysis based on own detailed data, research of the diamond mining, wholesale and retail markets, rough and polished price analysis and more.

Mr. Didier Backaert

Mr. Backaert has been in the diamond industry for over 15 years, after having gained experience as a cross-industry CRM consultant at Cap Gemini. Mr Backaert in his current position for Bonas Group is advising some prominent diamond companies in multiple fields such as CSR, marketing and business development. In addition, he has been monitoring the synthetic diamond landscape for over 4 years now and has been active in multiple assignments commissioned by some leading associations in the diamond industry.  Mr Backaert has also been an active member of the Responsible Jewellery Council since 2005 and was appointed as a Director in the company in 2015.

Mrs. Sally Morrison

Independent marketing consultant

Mrs. Sally Morrison has been a major force in the evolution of innovative marketing in the fine jewelry category.  She has developed some of the industry’s most iconic marketing and PR campaigns for De Beers, World Gold Council, and Gemfields.  “A Diamond is Forever,” “LoveGold,” and “Real is Rare,” are some of the memorable, meaningful campaigns that Mrs. Morrison has led over the past fifteen years.  Throughout her career, she has worked not only to make fine jewelry appealing to consumers – particularly young consumers – but to provide critical marketing support to fine jewelry suppliers and retailers, as well as young and emerging designers. A founder of the Diamond Empowerment Fund (DEF), she has also made broad and meaningful contributions in spearheading industry action around social responsibility and responsible sourcing across her career.
Mrs. Morrison began her career working high-profile marketing and events as vice-president, External Affairs of amFAR, and as a senior vice president of Miramax Films.  She was educated at Wadham College, Oxford.

Mr. Shreyance Shah

President & Founder of Flawless Allure Grown Diamonds

Mr. Shah is the founder and president of Flawless Allure Grown Diamonds (FAGD), part of the Indus Global Group with interests in Industrial Diamonds, Industrial Diamond Tools and Lab-grown Diamonds. He is one of the pioneer of lab-grown diamond business in India, having started the company in 2007. The company now has an integrated manufacturing facility to manufacture lab-grown polished diamonds and lab-grown diamond jewelry.

He has extensive experience in manufacturing processes in the entire value-chain of the lab-grown diamond business, from crystal-growth to jewelry design development. He is also actively involved in the Group’s CSR and Philanthropy activities, being associated with various NGO’s for educational and primary healthcare of tribal region in West India.

FAGD is member of the International Grown Diamond Association.

Mr. Edgar Diogo de Carvalho

Executive Secretary at African Diamond Producers Association (ADPA)

Mr. de Carvalho holds a Master of Science degree in Mining Engineering, and completed his Bachelor Degree in 1993 at the Silesia University (Gliwice, Poland), in the Speciality of Mining Technics. He has been a Senior Official of the Ministry of Geology and Mines for nearly 24 years with proven experience in many domains, more especially in the mining industry, and the assessment and development of projects. Eng. de Carvalho has attended a specialization course in the Ecole de Mines de Paris in France. For many years, he has held the post of Head of Department of Mining Supervision, Director of the Office of Studies, Planning and Statistics of the Ministry of Geology and Mines of Angola. He was the focal point for SADC for the Mining sector and currently, he is a member of the Angolan Engineers Order and the Committee of Geology and Mining Experts of the MPLA political party. Currently, Mr. de Carvalho is the Executive Secretary of the Association of African Diamond Producing Countries (ADPA).

Mr. Shamiso Mtisi

Head of Programmes at Zimbabwe Environmental Law Association (ZELA)

Mr. Shamiso Mtisi is a lawyer with 16 years of experience working on mining, environmental and natural resources law and justice issues in Zimbabwe. He holds an LLB (Hons) Degree from the University of Zimbabwe and an LLM in Constitutional and Human Rights Law from Midlands State University. Mr. Mtisi is registered with the High Court of Zimbabwe as a legal practitioner, notary public and conveyancer. He is a founding member of the Zimbabwe Environmental Law Association, Harare, where he is Head of Programmes. He has researched, published and campaigned on diamond mining and elimination of the global trade in conflict diamonds, and works more broadly on mining’s impact on communities in Zimbabwe. He is a member of the Kimberley Certification Scheme’s Civil Society Coalition, and since 2010 has served as Coordinator of the Coalition’s Representatives in Zimbabwe. Mr. Mtisi has done extensive research and advocacy work on the extractive industries, water resources management, intellectual property rights and farmer's rights.
