Starting January 1, 2024, a ban is in place on ALL natural, non-industrial rough or polished diamonds originating from or exported from Russia. From March 1, 2024, this ban extends to Russian natural, non-industrial rough or polished diamonds processed in a third country, specifically those equal to or exceeding 1 carat.

We fully grasp the concerns regarding potential delays in the release of your shipments and any uncertainties surrounding the proper declaration of goods. To facilitate a streamlined process, we've identified key factors and developed a comprehensive decision tree to guide you through the declaration process for importing goods into the EU. It's important to note that industrial diamonds fall outside this scope.

For a seamless process, two critical steps are essential:

1. Conduct a comprehensive investigation into the origin of the natural, non-industrial rough or polished diamonds in your shipment, ensuring none originate from, have been exported from, or have transited through Russia.

2. Each shipment you intend to declare must be accompanied by a complete set of documents, including:

a) A packing list indicating whether the shipment includes diamonds of 1 carat or larger.

b) For ROUGH diamonds, the following documents are mandatory:

  • The mining country of origin, established through:
  1. A single origin Kimberley Process certificate, OR
  2. A mixed origin Kimberley Process certificate for De Beers Botswana Sort, OR
  3. For mixed origins, additional documentary evidence proving the origin.
  • An invoice detailing:
  1. Names of the buyer and seller,
  2. Total shipment value
  3. Total carat weight of the shipment
  4. Customs code and description.
  •  An Airway Bill (AWB) outlining:
  1. Import and export locations     
  2. Transportation route of the shipment.

For POLISHED diamonds the following documents are required:

  • A signed supplier declaration (download template via menu below or here), this can be: 
  1. A declaration on the invoice, OR
  2. A separate declaration from the supplier, OR
  3. A separate declaration from the importer
  • An invoice, with:
  1. The names of the buyer and the seller, AND
  2. The total value of your shipment, AND
  3. The total weight of your shipment in carat, AND
  4. The customs code and description
  5. If known, information about country of mining origin
  • An Airway Bill (AWB), with: 
  1. The name of the place of importation, AND
  2. The name of the place of exportation, AND
  3. The route of transportation of your shipment
