From 1 January 2026: mandatory use of a Due Diligence Statement on Diamond Origin for the import of polished diamonds
On 1 January 2026, the final phase of sanctions regulations to ensure no rough or polished diamonds of Russian origin enter the EU goes into effect.
Important to know
There will be no obligation for diamond companies to use a digital traceability platform. That plan, which had been announced earlier, will not be introduced for the time being. Differences in evidence requirements across countries made a different approach necessary.
What will change?
From 1 January 2026, traders who import polished diamonds that fall within the scope* must add a Due Diligence Statement on Diamond Origin to their customs declaration.
In this document, you declare that:
- the diamonds you import are not of Russian origin, and
- you have made sufficient efforts to verify this.

This new approach allows diamond companies to demonstrate the non-Russian origin of the imported diamonds in a transparent, robust yet practical and feasible way.
What you need to remember
- The Due Diligence Statement on Diamond Origin applies only to companies importing polished diamonds within scope (equal to or larger than 0,5ct).
- The document must be fully and correctly completed and submitted with each customs declaration.
- The rule applies in all EU Member States.
- For the import of natural rough diamonds & synthetic (rough and polished) diamonds equal to or larger than 0.5 carat, the required documentary evidence stays the same as per the last update in March 2025.
